Overview
Timmons Group managed the Proactive Highway Safety Improvement Program for the City of Richmond to secure available FHWA Safety Funds to identify safety problems and develop countermeasures to address safety issues. The project scope included ranking the top one hundred fifty severe crash locations with the greatest number of fatalities and injuries during the most recent three year period. VDOT’s Roadway Safety Assessment (RSA) procedures were followed to perform a detailed crash analysis for candidate intersections with the highest ranking before developing a range of short, medium and long term safety countermeasures. The final HSIP applications included calculating a benefit to cost ratio for proposed countermeasures.
The HSIP applications were submitted to VDOT for approval and to execute available proactive funding for safety improvement projects.
