Overview

Timmons Group completed a Phase I Environmental Site Assessment (ESA) in accordance with ASTM Standard E 1527-13 for this 12.68-acre site located within the downtown/Central Business District area of Durham, NC. The Subject Property is currently improved with multi-family residential buildings, a City of Durham Housing Authority (DHA) Resident Services office, associated parking lots and drives, and greenspace. The site was evaluated for redevelopment and continued improvement as low-income housing.

This Phase I ESA was performed based on a review of reasonably accessible environmental resource information in conjunction with site observations to identify and evaluate Recognized Environmental Conditions (RECs) and/or areas of potential environmental concern both on-site and on adjoining properties that could affect the environmental integrity of the subject property. The project included photo-documentation and the preparation of a report that resulted in identifying an adjacent Leaking Underground Storage Tank (LUST) site and several historical RECs for the subject property, which historically operated multiple auto repair shops and service stations on-site.

Timmons Group recommended completing a Phase II ESA in accordance with ASTM Standard E1903-19, that includes collecting subsurface media samples to evaluate and quantify the presence of contamination, in addition to potential risks to human health and/or the environment, prior to initiating property redevelopment activities. In addition, due to the age of construction of the existing buildings (1969 and 1972), Timmons Group advised the client that property redevelopment will prompt the necessity of a detailed hazardous building materials assessment being completed to locate and quantify the presence of asbestos, lead-based paint, mercury, and other such materials for removal ahead of renovation/demolition.
