Overview

Timmons Group prepared a HUD Environmental Assessment (EA) in accordance with 24 CFR Part 58 to analyze the environmental effects of this project, which proposed to use HUD funding to redevelop the existing industrial site for multi-family housing. The apartment community consists of approximately 236 mixed-income units within seven 3- and 4-story buildings that include 1-, 2-, and 3-bedroom floor plans. The development also includes a pool and clubhouse for residents.

The project is located along the Tide Light Rail line, approximately 0.40 mile from the Military Highway Station, which has been identified by the City of Norfolk as a Transit Supportive Area. In addition to desktop review and analysis for the EA, Timmons Group conducted extensive agency coordination due to the site’s history, which included former military and multiple industrial uses and the wetland areas. The project underwent HUD’s 8-Step process since it lies within the 100-year floodplain.
