Overview
Timmons Group was hired to perform civil engineering, surveying, electrical design services and construction materials testing (CMT) for The Blue Cloud Wind project, located west of Lubbock, Texas in Lamb and Bailey Counties. The overall project boundary covers over 19,300 acres (30 square miles) and is comprised primarily of agricultural fields and CRP land with some oil and gas wells located throughout the area. Project improvements include 43 wind turbine generators (WTGs,) over 12 miles of private turbine access roads, 8 miles of public road improvements, 17.5 miles of crane paths, 24.5 miles of underground collection cable, a substation, Operations and Maintenance facility, a project laydown and staging area and various storm drain improvements.
As part of the civil engineering scope, Timmons Group prepared 30%, 60%, 90% and IFC level construction documents. Timmons Group was also responsible for preparing storm water pollution prevention plans (SWPPP) for NPDES permitting as well as Spill Prevention, Control and Countermeasure (SPCC) documents to maintain compliance with EPA regulations. Finally, Timmons Group is offering construction phase engineering services throughout the construction period. This includes reviewing submittals, responding to RFIs, making requested plan revisions, meetings with the project stakeholders and answering contractor questions. The survey scope for Blue Cloud consisted primarily of coordination with ground penetrating radar utility location services for identifying crossings with proposed improvements and staking of all onsite project improvements including WTGs, access roads, crane paths, substation and O&M facilities.
Timmons Group is working closely with the EPC contractor, Black & McDonald, on this project which is being developed by Copenhagen Infrastructure Partners (CIP), to ensure budgets and timelines are meet efficiently.
