Overview

Philip A. Bolen Memorial Park is a 405-acre regional park managed by the Loudoun County Department of Parks, Recreation, and Community Services (PRCS) and located in Leesburg, Virginia. PRCS, with assistance from the Department of Transportation & Capital Infrastructure (LC DTCI), issued an RFP for the Phase II development of the park to construct: four permanent restroom and concession facilities, remove the current restroom structures, add 24 shade structures, trash enclosure and installation of site utilities to support the new buildings.

Timmons Group, as a teammate to Stantec Architecture, provided survey, SUE, and environmental site investigation services; landscape architecture design; civil & utility design and site permitting services; and bid & construction administration for this phase II project. The project had considerable design constraints as the new facilities had to be designed to accommodate all ADA requirements while minimizing effects on the existing, surrounding ball fields on the 4 separate project sites. The project included phased design upgrades to public water & metering, sanitary sewer and existing pump station, site-wide telecommunications, and stormwater management facilities. Additionally, the utilities and site improvements were permitted, simultaneously through The Town of Leesburg (to include water modeling) and Loudoun County Building and Development. The design and construction were completed within schedule and overall project budget.
