Innovating Public Safety: The North Carolina Emergency Training Center

The North Carolina Emergency Training Center (NC ETC) in Stanly County is poised to become one of the most advanced emergency training facilities in the nation. This state-of-the-art center, currently under construction, is made possible through collaboration between the North Carolina Office of State Fire Marshal (OSFM), the North Carolina Air National Guard (NCANG) Fire Department, Stanly County, and the North Carolina Community Colleges, along with several design-build project partners.

Timmons Group, a leading civil engineering firm, is proud to contribute to this transformative project. Notably, Principal Brian Crutchfield, a graduate of Virginia Tech’s Land Development Design Initiative (LDDI) program, has played a key role in the site’s development, highlighting the program’s impact on real-world engineering projects. This collaboration also includes Design and Construction Partners Boomerang Design and Barnhill Contracting, along with Virginia Tech LDDI graduates Alison Culicerto and Peter Belgrader.

The first phase of the project consists of an Advanced Rescue Training site which will feature an Aircraft Rescue Firefighting (ARFF) prop for aircraft fire emergency training and a Water Rescue facility designed to simulate various flooding scenarios, including swift water rescues and urban flood response.

The second phase of the project will include a Dormitory and Kitchen building for trainees, a resiliency warehouse, The Stanly County Emergency Operations and 911 Center, and a specialized hazardous materials training site. The center will also offer training in advanced rescue techniques such as vehicle extrication, high-angle rescue, trench rescue, and wilderness rescue.

The significant investment in this project underscores North Carolina’s commitment to emergency preparedness and response training. Set for completion in 2025 (Phase 1) and 2026 (Phase 2), the NC ETC will offer firefighters, emergency responders, and military personnel access to cutting-edge training resources, ensuring they are well-equipped to handle complex emergencies nationwide.
