Melvin Fleming is a senior designer in the firm’s transportation sector, where he specializes in design and drafting for civil engineering projects for public and private traffic and transportation design. He is an expert in the use of MicroStation, AutoCAD, and roadway design software, including Open Roads Designer and Civil 3D. Melvin’s wide variety of experience includes design and drafting in the electrical, mechanical, architecture, mapping, and structural engineering fields
Dexter Howell is a civil engineer in the land development sector. With a 16-year tenure at the firm, Dexter specializes in the residential market, which is complemented with commercial experience. Dexter’s specific expertise in the complex entitlement process amplifies his robust experience in environmental, survey, transportation, and water/wastewater services.
Ally Kennedy is a senior project manager with expertise in various aspects of geospatial data management and analysis. With her Esri Utility Network Specialty certification, she has successfully led and managed multiple projects, providing valuable insights and technical guidance to municipal clients. Ally is certified as an FME Professional and is ArcGIS Desktop-certified, demonstrating her proficiency in industry-standard tools and technologies.
Ryan Kiss is a senior project manager in the land development market. He has over two decades of experience in the construction and engineering fields and manages a wide variety of markets, including commercial, residential, and stormwater management solutions. He has extensive experience in site layout, grading, drainage, erosion and sediment control, utility system design, storm sewer design, stormwater management, SWMM modeling, cost estimating, and bid support.
Jon Murray is a senior project manager in the private land development sector. He has over 15 years of experience working on a wide variety of land development projects in Virginia, including large master-planned single-family residential communities, multifamily, urban infill & redevelopment, and commercial, institutional, and industrial projects. Jon is experienced with Virginia Housing tax-exempt bonds and Low-Income Housing Tax Credits (LIHTC).
Dan Ruby is a senior project manager and is responsible for managing land development and planning projects. His extensive years of experience include master planning and design development, as well as a broad range of experience solving land development and construction issues. Dan specializes in public land development across Hampton Roads, focusing on K-12, higher education, public safety, and municipal projects.
Thomas Ruff has over a decade of experience providing expertise in multiple areas of traffic engineering, transportation planning, and roadway design, including corridor studies, traffic calming, innovative intersection design, and multi-modal infrastructure development. He provides localities and state DOTs with experience in evaluation of safety concerns, concept development, community outreach, and transportation equity.
Rich Satmaria has been working in the industry exclusively with Timmons Group for 20 years across several practices within the firm. His multi-discipline experience includes surveying, engineering, and modeling for commercial, industrial, federal, and educational facilities where he applies knowledge in earthworks, layouts, utilities, stormwater, and site selection.
Dylan Sheets is a senior project manager with robust geospatial solutions experience. Dylan’s technical and analytic skillset includes managing Geodatabases, geographic layers and data, digitization of data, performing complex methods of data input, and 3D modeling. Dylan’s current focus is related to Broadband connectivity across Virginia, where he leads a diverse team of professionals that manage field inventory, construction inspection, network design, and make-ready engineering.
Luke Turner is a licensed land surveyor with over two decades of experience. Luke serves as project manager, providing hands-on leadership for field crews and office staff, QA/QC support, and managing daily operations and scheduling to ensure projects meet clients’ goals. He has experience working on projects that encompass public infrastructure, commercial and industrial site development, solar and renewable energy, K-12 and higher educational facilities, healthcare, and housing.
